I don't know the meaning of any of the medals, but straighten your tie, comb your hair hehehehe.
Looks like he was brought in on short notice.

It takes more "time in grade" than he is old, to sew on those stripes.

At first I thought it was some sort of organizational prank at some function, but it's more likely he's someone suffering a serious mental illness (which, if that's the case, he needs a hospital and proper evaluation, not a jail). The problem with mental illness is, society doesn't understand it is just as real as any other illness, it just happens to affect the brain, which in turn affects mood and behavior. Mental illness is the cruelest form of illness one can have because of the complete lack of compassion they are afforded by society. I'd rather a loved one have cancer.
