What is "Issue No."?

I am restoring a GT6 and before starting in earnest I want to confirm what I have. Here is the information from the commissioning plate:

Commission No.: KC6415 1
Paint Code: 66 (Valencia Blue, although it was repainted BRG)
Trim Code: 13 (brown, although current interior is black)
Gross Laden Weight: 2,352 lbs.
Issue No.: BS AU481965
Engine Serial No.: SS 101/61
Body No.: 5911 KC

I found a reference on Spitfire & GT6 Magazine's web site that says the "SS" in the engine serial number means "(Factory) Supplied Spare/replacement or "Special Systems" -- am I interpreting this correctly?

But primarily what does the "issue no." mean? I have been unable to uncover any information about this, and can't find any reference to it in the car's original shop manual.

As background, I bought this car in 1971 or '72 and its been in my family ever since, although it last ran in 1975. I always thought it was a 1968 model year, but I'm not so sure now. Any help y'all can give I'd appreciate!

I can't help with the "Issue No., never heard of it. Going by your commission #, I would say you have a '67 model. My GT6 is commission # KC7016, and I believe mine is a '67. One way to tell is to check if you have a single or dual line braking system. From what I've read, the change to a dual line started in August 1967, so if you have a single line, as I do, it must be a '67.

A few things:

The last character in the commission number is "L" rather than "1"! Trim Code 13 is Light Tan, not brown (which still doesn't explain your black interior). The "Issue No." is nothing more than a reference to seat belt anchorage standards having been met. Google "BS AU48 1965" and you'll get references such as this.
