What Ever Happened to doing the "Right Thing"?

Down the street - two trucks with expired license plates,+-
three trilers (generators - two with no plates,one with expired plates),
two old pickups with expired license tags.
I was told by the CHP dispatcher,that they won't investegate it,
even though they're parked on public roads.
Secondly,
The "kid" that hit my neighbor's truck (& my truck).
I saw him driving the Toyota 4 Runner that he hit our vehicles with back
in Septemnber (expired licence on the vehicle,his lincense suspended,no insurance).
I called CHP when I observered him driving it down the street.Called CHP,was informed that they wouldn't do anything,because they didn't have "probable cause"
Why? If it was me,I'd be immediatly be arrested,& thrown in jail.
I keep my two Datsun parts cars in the diveway.Why?Why?Why?
Why do the idiots have ALL of the rights?
