It does kinda look like an arm doesn't it! It's actually a set of wind chimes that were bundled together to keep them from clanging due to high winds.
 
So you have wind chimes that you protect from the wind because they make a noise.........

I can't talk, we have a 17th C Grandfather clock with a fairly shrill and piercing bell on the hour, so we stopped winding it up....:chargrined:

IIRC Dominos Pizza research indicates that people with wind chimes on their porch are 4 times more likely to order olives on their pizza.
