fuel system problem

I have a 1988 espirt that is not geting fuel . Motor has fire. fuel pump does not turn on. It has power but no ground.The relay can be jumped to make pump run. Can anyone help with problem
 
Sounds like a bad switch or relay.

Turn on ignition. See if you have power to relay. If so, bad relay. If not, bad switch.
