Not certain, but I believe those are "progressive" carbs, meaning one side opens first and the other side doesn't start to open until the first is almost completely open (similar to "primary" and "secondary" on a 4bbl carb). So the single large chamber under the carb actually makes some sense. My 71 Audi had a single 2bbl progressive Solex with an open chamber under it, and it seemed to work quite well. 113bhp from 1.8L, in US emissions trim (for 71). And with pushrods no less.
