Vent window handle spins

The LH vent window (curved style) handle in my 1967 MGB spins around rather than only turning 90 degrees as it should. I took it apart and can't find anything obviously broken. There are two possible culprits, both rather expensive to replace so I was wondering if anyone else has seen this. There is a small rubber gasket on the bracket that is partially fallen off. I have the small pin and anti-rattle washer intact.
Part 56 is the handle
Part 60 is the bracket the handle attaches to.
