I’m gradually running out of parts to install in my TR3A and noticed some captive nuts in the passenger side footwell. Does anyone have any guidance as to what these are used for?

Thanks NutmegCT. The holes I pointed out are not identified in any of the images in the link you provided. The cluster of four captive nuts on the right side of the image I provided are not visible from inside the engine compartment and are located on the outer fender side of the inner fender. Clearly they are there for something to mount to inside the passenger compartment. The same goes for the other two mystery holes.

I checked TeriAnn's site as well as Piggott's book and they're not referenced in either resource. I found one image in Roger William's book on page 51 that shows the cluster of four holes in a replacement panel but that's all I've been able to find.

It's odd there is no information I can find on them since since they're clearly factory installed.

Those 4 holes are to mount your clutch and brake pedals should you wish to convert to right hand drive. They are not shown in Teri Ann's photo as her car was a later car. The other hole is some of the same RHD.

Thanks for everyone's feedback. Since it sounds like these have no real purpose in my car, I'm going to 3D print some white threaded truss-head screws to cap the holes and be done with it.

It is a thing british Leyland addopted in later cars too. like the Mini even Rover SD1's provision was included in the builds to swap the vehicle to left hand drive, probably cheaper to make one set of panels for both generes rather that two sets of panels.
if you look at the SD1 it has a vent above the glove box on the passenger side, on the drivers side, on the drivers side the glovebox is a mirror image and the vent hole is where the steering column comes through. the dash cluster is in a pod sitting on the top of the dash. which can be fitted either side,
The mini like your TR had all the holes for the peddle box and fluid resevours on the passenger side also, the dash pod never moved as it was in the middle. very clever way of doing things.

Even under the crash pad above the dash the mounting holes complete with spring clips for the JC bar for left or right-hand drive, are all provided in the factory fit out.

Where are your carpet retainer clips?? Two per side......
But for the most part the factory wanted to let the tin worms have easy access to the floors!!

Update:
The 4 holes are to mount the accelerator pedal (3) and the accelerator stop bolt (1). Then the one to the left is for the very bottom bolt holding the brake and clutch cover. All of course for the right hand drive cars.

Thanks everyone. Since they clearly aren’t needed for some odd unobtanium part, I printed some plastic truss head screws to fill the holes and provide some level of resistance to water. Problem solved.
