So, I went to sink the carbs today per starting at 12 flats and working through the directions. When the piston is raised on the front it has an affect. The rear carb does nothing. Listened for the slight his and the front carb sounds like a f-16. The rear carb has a slight his that does not change when piston is lifted. Explanations?
 
You're apparently running on the front carb. Linkage adjustment. slack off the li'l "clamp" on the cross bar between the throttle spindles and listen for a hiss from each, lowering the front, raising the rear until you've an equal sound from both with a low (under 1K RPM) idle. Reconnect the spindles and play with mixture.

Few questions please.
Do you have the connecting links between carbs lose so that your working on one carb at a time?

Were you able to look down the jets (dash assembles removed) to see if the gas level in both front and rear carbs looked the same?

Sounds like, the rear is "about" there and the front is richer. But that's only a starting point. Try adjusting the jet nut "up" to alter the reaction of the front carb to match the rear so that they are close to the same. If this can be adjusted within 1 turn or less then the level of the floats is close to being matched. Follow the directions for setting the idle and keep moving back to the adjusting nut for the jets to max the idle while getting the same slight rise in RPM then a slight drop back when the dashpot is slightly raised at each carb.
