I am learning on my own, so this may seem basic.

I have a 63 TR4, and I just put in new plugs, points, condensor, fuel filter. I also took carbs apart and cleaned.

My first problem is the jets will not go back all the way after releasing choke. This is after rebuilding carbs (new parts put in 2 years ago) so this time I just cleaned everything. The springs were replaced, and I made sure jets were centered by following intructions in carb kit I have.

My second problem is engine run-on. I have timing set close to 4 degress advanced, carbs are balanced, and I have mixture adjusted according to Haynes book. What causes run-on?
 
If these are SU carbs and the needles are not seating right Perhaps gas is getting by. if the engine is warm you could get a diesel effect. Adjust the jet nut as they are running rich. I have been told that you should time the engine "statically" with out the engine running as well.

I have had this happen in my TR4 as well.
