This is related to Hondo's issue but more general for all transmissions, both before and after Transmission Unit: CT9899.

According to my manual, before that baseline unit, the correct force for 3rd/4th was different than for Reverse. After that Unit Number, the correct pull force for Reverse and 3rd/4th was 26 to 28 lbs. I can't find what the correct force would have been for the setup for the older units, but I guess the answer is to pull the spring and ball and replace both with the plunger and short spring but I'm still curious.
