Wedge TR7 - anyone in the Stockton,CA area?

Main thing I see is that the title cannot be legally transferred to you until the exhaust modifications (aka emissions tampering, a federal crime) are undone and it passes smog. That could potentially take a lot more than just replacing the exhaust system. Are you really interested in doing that much work on someone else's car?
 
Replacing the cat and exhaust manifold is easy to do. Finding them in Cali might be a little difficult. Here on the east coast, they are easy to come by. I have a couple of TR7 cats next to the garage waiting to go to the recycler and a complete manifold and converter still on a car I'm parting out. Going rate for a cat is around $75 at the scrap metal places, but that depends on the amount of material inside, type, year, make, etc. I'd also venture to guess that the air pump and injection pipes are missing, and maybe even all of the charcoal canisters. Car seems to be a good buy for anybody in the other 49 states, but could be a money pit nightmare in Cali.
 
Even if the airpump is there, it is most likely seized. Once you cut the belt and then run the car the airpump is toast.

I had done that otm y car and did not disconnect the air rail.

Then, I moved to CA for a spell. My TR7 needed the airpump replaced and the cat renewed before I could even think of getting it registered.
