TR6 TR6 Windscreen washer reservoir location

The attached image shows the right rear engine compartment bulkhead. The white arrows show what I believe is the original mounting holes for the washer reservoir. The green arrows point to two "new" holes used to mount the unit. The roughness of these holes makes me believe is was done by the PO.

Before I weld them up, any opinion on which are the right ones, and why would the unit be moved outboard?

I would say you are correct in saying that the green arrowed holes are not original.
To answer your question why, maybe somebody went with a smaller reservoir bottle. Maybe they wanted to try out a new drill bit. Though by the quality of the holes, I'd scratch the second guess.
 
The reason behind moving the mount for the bottle is clearance. In the stock location the square bottle hits the air filter housing. Moving it out just that little bit solves that issue.
