My replacement water pump arrived from TRF but the pulley is for 1'2" belt - mine is 3/8". Can it be used or fo I have to return it to TRF? Thanks.

Some you can, some you can't. Look at the pulley shaft size, if the shaft sizes are the same, then have your local machine shop remove the original and put it on the new one. There are several manufacturers and several applications for those pumps. I use to buy one locally for $35, it would always have the larger dia. pulley, I would swap pulleys and be good to go.
 
Personally, I'd send it back and get the right one.

I ruined a perfectly good original water pump last year by removing and reinstalling the pulley; apparently didn't get the pulley tight enough to the shaft and it eventually (over a period of months) worked its way loose. I was lucky, it didn't find it's way into the fan or radiator, and I was able to limp home without any further damage; but it still wasn't a fun thing to deal with in rush hour traffic.
