TR6 TR6 Dip Stick Seal?

I run the vacuum to the crankcase on my '74TR6 (keeps the oil leaks down) and I just wondered if there is supposed to be a seal on the dip stick. I don't know if it makes any significant difference with the idle but I guess any air leak may have a negative effects.
 
vd, there should be a little felt ring at the top under the collar where the handle attaches.
