TR4/4A TR4A sill and sill mounts?

Are the sill mounts an integral part of the inner sill or do they need to be welded to the inner sill prior to installation?

Not sure if they are welded before or after, but if you are talking about the mount points to the frame outriggers they are separate pieces from the inner sills.
