Are the top corners of the front lower valance panel suppose to be welded to the front fenders? Thanks
 
No the front fenders should not be welded to the front lower valence.

But yet I've seen that more than once in dealing with TR4s. It's a pain.
A little blob of weld right at the top corner of the lower valance, right where the grille opening starts.
