TR4/4A TR4A control box bench testing

Is there a way to test the control box from a TR4A? My manuals do not seem to have anything on this. When I try and do the cut off voltage setting and the voltage setting, I do not get any reading near what the book talks about. The ammeter is reading zero when the engine runs (unless I have the lights on then it read a current drain).

I am going to test the dynamo as per the manual, but I suspect the control box. If some one has a good article on this unit I would appreciate it. I would prefere a very technical right up on this unit if one exists.

Adrio, before you get in real deep, give the points a good cleaning with either a diamond file for points or real fine sandpaper. You can bench set the control box, but you need two adjustable voltage supplies of 16 volts. The two slotted screws on the back just change the tension on the springs, that's how close these things have to be to work. Wayne
 
In my humble opinion, if you dont like fires, the "control box" should be replaced if there is any question about its quality / saftey. Yes the manuel says you can clean and adjust ect ect,why risk it??? get a new one and put it on.

After a bit more testing tonight I realize the problem is the cut out. It is always cut out. I have to see what is causing that. Might be as simple as a wire, or it might be more complex. Any thoughts??
