TR2/3/3A TR3 Steering Wheel Hub / Control Head

Now that I've finally figured out the correct install of the control head and stator tube, one more question. The 3 set screws in the hub are designed to exactly do what? They seem to somehow hold the round piece on the underneath side of the control head from rotating but I can't tell where they should ride?
 
Yes, they lock the round plate to the wheel. There is no notch or other location; the correct position will have the cancelling ring centered when the wheel is centered.
