According to Bill Piggott's book "Original Triumph TR2/3/3A", all TR2s and TR3s with standard disc wheels should have them painted to match the bodywork. The "silver lacquar" or "aluminium wheel paint", did not show up until the start of TR3A production (TS22014).
 
Like Art said, body color on the TR3. They did have factory chrome trim rings available too as an option.
 
I've never understood why people often paint the wheels black (on cars other than black TR2s and 3s.) I keep seeing black wheels, and it makes the cars look so dull.
 
Interesting note from Bill Piggott's TR3 study. Some of the factory supplied vehicles to special events showed up with non standard hubcaps (unknown source)that covered the total painted area. It seems the factory (promotion dept?) felt it was no issue to fancy things up a bit with non standard items.
 
I remember my TR2 had it's wire wheels painted the same color as the body, putty. At least that is what it looked like. And that was a l o n g t i m e a g o.
