TR2/3/3A TR3 High beams

Now that all my electrics work right for the first time in a year, I have a question about my high beams.

With the the lights off, if I toggle the high beam switch, should that flash the high beams, or not. Right now, it won't, but it seems to me that it would be a safety precaution if the switch worked that way...

Has anyone done this mod, or is my switch working "right"?
( The high beams work fine when headlights are on).

The lights need to be on before the high beams work.

I second dombmw. There is no "flash to pass" on a TR3.
