TR2/3/3A TR3 Front Wheel Bearing

Everytime after taking my TR3 on a drive the right front wheel bearing is loose. I tightened it down tight the last time and then backed it off and torqued it to 10lb and then one flat back and put the cotter pin in. Drove it about 20 miles and loose again. What is going on? Please help.
