TR2/3/3A TR3 Front End Rebuild Question

In Bill Piggots book on TR restoring he says "Don't tighten inner fastenings untill suspension is loaded". I understand the reasoning behind this but is he refering to all the various front end bolts or which specific ones? Karl

I thought it was mainly the upper arm pivots, everything else can get snugged up.
