TR3 : first start after rebuild...

2 questions for the group:
1) was turning oil pump with a drill motor and there was oil coming out of a hole...turns out there are 3 holes on the left side of the block in a horizontal plane just above the crankcase vent tube. I was able to see that a short 7/16" bolt would screw in there. Is there something that is supposed to attach there?
2) which way am I supposed to turn the oil pump dog? cw or ccw?
