tr3 electric fan conversion

My newly aquired 59 tr3 came with no cooling fan or generator,so have been reading posts on electric fan and alt.conversion.
I plan on puller fan on orig.rad.,but not sure why conversions reqiure an 8oz. billet wieght where hub extension went.I can make this part myself,but am curious why 8 oz?
I would think this is no different than using lightened flyweel.
