TR2/3/3A TR3 Carb Problem

TR3 has a problem setteling back to idle. When playing with it yesterday I saw that the front carb piston was sticking. Tries everything I could think of including switchint the chamber and piston with the rear carb. Front carb still stuck. When I moved the choke lever the piston fall into place. This makes me think the Jet is not centered causing the needle to stick.
Give me your thoughts please.
 
You are on to something with the jet not centred thought. However, have you checked the needle height and mixture? If the needle is set too far out of the piston, and the jet is set too high you could be just at the point where the needle width is the same as the jet width (before the piston gets all the way down) and this prevents the piston from going any further down.

Some things to check:
Needle height?
Are the carbs both drawing the same amount of air flow?
Are both the mixtures correct?
Jet centred?
