TR2/3/3A tr3 brake/clutch reservior question

On the inside of the reservior can on the TR3 is a cylinder that effectively isolates the clutch from the brake reserviors. Should the brake or clutch be connected to the cylinder? The cylinder is about 1.25" while the can is about 2.5", so there would be less volume of fluid in the cylinder than the rest of the can (unless it was filled above the top of the cylinder). It probably only matters in a catastrophic failure...

Clutch master gets hooked up to the inner (smaller) reservoir.
