I have an old Craftsman bar torque wrench and a new Harbor Freight "click" wrench. They read different. I tend to want to trust the Craftsman with no moving parts. Is there a way I can test them?

Sure, apply a known torque. Easiest way to do that is to clamp the drive in a vise with the handle horizontal, and hang a known weight from the handle. The weight you use, times the distance from the weight to the drive, is the applied torque.
In theory you should compensate for the weight of the handle, but it's not enough to worry about as long as you check at a fair amount of torque.
