General Tech Top Tier Gasoline

The AAA article says:

"According to TOP TIER, one-third of gas stations meet the TOP TIER standard for fuel quality"

...yet I'd be hard-pressed to name a retailer in my city that is not on that list - though there are some on that list that I seek out and some that I avoid.

One of the bigger names not on the list is Sunoco (think they're national). Here in Pennsylvania there's a large number of truck stops, convenience stores, and grocery stores selling unbranded or private label gas that aren't Top Tier.
 
Sunoco is where we used to get high octane fuel in the 60s and 70s. Surprised to not see Sunoco in the top tier list.
