Does anyone know what car this tool goes with, or is it just an aftermarket item? It was found with a Lucas distributor tool.

Just a wild guess on my part here, It may be a tool you use to adjust your tappets? The feeler gage to check the clearance and the box end to loosen and tighten the tappet adjusting nuts. But again, just a guess on my part!
 
Is the blade attached by the rivet a two sided file? It looks like a distributor-points tool for a non British car. The files were used to file flat the faces of the points.

The blade is a feeler gauge. It was found with a bunch of Healey parts, a few MG fenders, and several 60's Ford items, undisturbed since the early 80's.
