I am having a hard time finding non race tires for my in 175/50/13, I can get tons of 175/70/13 tires but with that aspect ratio will they fit?
 
Good question.

Online calculators say that 175/50/13 tires have a diameter of 19.9". Searching for 13" tires that are 19.9" in diameter does get a few hits but like you found, most are track tires. Both Seven and Mini Mania have a Yokohama A539 in the size you are looking for. GBcarparts.com has some (Chinese?) Nankang tires and "Maxxis" brand tires as well as the Yokohama in that size also.

What size tires did a 13" Mini have when it left the factory?
 
That is the factory size, but the problem is that since many companies (including Maxxis, and Yokohama) have stopped making them, tires that used to cost $50 each are now $125-$150 each. But the 70 series tires are more common and are still around $50 each from several manufacturers. I put lots of miles on my car and go through tires, many times thanks to Southern California's decaying roads.
 
I found some 175/60/13's that are about 1.3 inches larger in total diamter, they are only $41 each by Federal tire. I just hate the price gouging on the 50 series tires.
