Tightening spokes on wire wheels

Hurricane Ike's rain is in St. Louis today...up to 6" predicted. So, great opportunity for hours in detached garage.

Want to tighten spokes on BE wire (painted no chromed)wheels. I have the wrench and tightened, even "trued" many motorcycle wheels in the past.

Should the wheels be off the ground? Moss suggests running a pencil around the spokes until you hear one that is flat. I'm a amateur musician so I think I know what that means.

But, surely, you guys, can give me better tips than that.

Looking for your reply so I can get "tuning" Pandora.
