I'm sure there are at least a couple of bolts on it that would be usable.
 
Notice the dollies supporting the center of the chassis...

Wouldn't be too surprised if the engine block casting had rusted through and through!
 
Wait.....if we all combine the rusted wings, floors, frames and scrap we've replaced over the years, we could make some $12,000 cars? anybody in?

The only possible future for that car is as an exhibit at the Healey Museum. And it should be donated, not sold.

So I guess that the dealer is forwarding the idea that a title, alone, for a Healey 100 is worth $12,750. Interesting take on the market.

I am not a professional detailer but in my opinion if you do not clay bar this car you are never going to get it to shine.
 
Nah, slap on a coat of paint, air in the tires and it will be good to go ! Yikes, cannot believe anyone would pay $12k for this one. Looks about as bad as that Bugatti that spent decades at the bottom of a lake!
