Tach Trouble

The tach with generator tach drive in my bugeye goes from 0 rpm to 1000 rpm when I start the car but won't go any higher no matter how high the engine is revved. Went through the cable and mechanical gearbox to make sure nothing was sticking as well as checked the fan for slippage. Cable turns at tach end and increases with speed so figure it must be the tach and was going to send it out to NIssongers for a rebuild. I thought I'd check with another tach first. It does exactly the same thing. Only goes to 1,000 rpm. Could they both be bad in the same way?
