Suspension bolts head size?

Am I missing something here? As I am removing the suspension to refurb, several of the bolt heads (such as on the fulcrum bolts, etc.) don't seem to fit any of my wrenches--not Whitworth and not metric or sae when I try to give them a try. Shouldn't Whitworth fit most everything on the Bugeye? Jim
 
All should be SAE with the exception of a few bits of plumbing.
 
As far as I can think, Whitworth shouldn't fit anything, it's all SAE (aka AF) , so 7/16, 1/2, 9/16, 3/4 should do most things!
 
How about the filler plugs in the shocks? Fuel line fittings?
