SuperPro trunnion bushings

I have been rebuilding the front suspension on my Mk IV. New pans, fulcrum pins, hardware and SuperPro bushings. I have an issue with the trunnion bushings. The SuperPro bushings come with 2 washers, when I put the washers in the the cut out in the fulcrum pin will not line up with the shock arm set bolt hole. The set pin can not go in. If I remove the washers it fits just fine. Question, if I extend the fulcrum pin cut out by approximately .25” the set bolt goes through the cut out and into the shock just fine. Which is the better choice? Have the washers on the ends of the bushings, (the original rubber bushings have metal washer/top hats) or no washers and not have to extend the cut out in the fulcrum pin. Your thoughts will be very appreciated.
