SU H-1 Carbs: Are These Just Different?

I'm working on a pair of SU H-1 carbs for a BE. Do these carbs adjust differently that HS-2s? I am finding that when I turn the adjustment screws in either direction that nothing is happening. The jets neither rise nor fall and the adjustment springs do not compress nor expand. I put an SU H2 next to it just for comparison and in these (of which I am more familiar) the jets rose and fell as expected.

My question is this: Do these function differently? Do they adjust different?

Any input will be helpful.

Mike, any SU of similar vintage should adjust exactly the same. (sorry)
 
Thanks. I dismantled the carbs and found the adjustment nuts were stuck tight. Once I got them loose everything worked better.
