Wedge Steering shaft / fire wall grommet

I have the upper universal separated from the steering column shaft on the engine side of the firewall. Is it possible to remove the pinch bolt stop under the dash to pull out the steering wheel shaft four to six inches without endangering the turn signal and key ignition lock mechanisms? Sliding the grommet in place over the shaft from the engine side seems impossible. I really don't want to remove the whole steering column.
 
Yes, you should be able to remove the clamp and slide the inner shaft into the outer upper shaft.

I would have removed the wrong clamp. TR8CCA issue #37, p.27 contains a 1995 article by Dennis Riley that identifies the proper bracket and procedure. The bracket under the dash to be removed is PN 122669/125782. The inner shaft should slide into the outer upper shaft.
