Steering rack adjustment

There are quite a few shims under the fillcover on my steering rack, When I redid the boots, as per forum recommendations, I removed the thinest shim. It still seems like a lot of play.

2 quick Q's.
1 - How do I know that I need them all?
2 - How do I adjust correctly?
3 - How much wear is acceptable on the small copper bushing that is inside the rack?

I have removed most of the play in the front end mainly by filling the rack & the almost empty front shock, and by replacing the sway bar bushings.

It's seemingly nice & tight for a 39 year old.
 
Shoot take out another shim and see how you like it.
