TR2/3/3A Steering Hub

Please clarify your request.
The grub screws are not to hold the horn button in place.

I can only assume that you are trying to keep the whole "trafficator " or control head in place.
The grub screws hold a metal disc down onto three small posts in the column base. You need to 1. Make sure the grub screws are backed out far enough to allow that metal disc to sit on those posts. This may require that you either almost remove or totally remove the grub screws.
2. Push the whole head down and keep pressure on it while inserting and screwing in the grub screws.
Be sure that the trafficator or control head is oriented with the turn signal knob at 12 o'clock position and front wheels pointing forward before you start with 1 &2.
The metal disc is about 1/16" thick. So you need to make sure you capture it with the grub screws.
One other potential problem is if you are installing a new control head. The new metal disc may be to big for the space with the three posts. This is unlikely but needs to be checked if still unable to install the control head.

+1 It sounds like the trafficator plate needs to seat a bit deeper into the hub before tightening the grub screws. The grub screws may need to be loosened more to allow the disc to seat deeper.

I believe you are correct. I just pulled it apart AGAIN. The grub screws are hitting the plate, but I can't figure out why the plate is not seating as it should. Hitting the grub screws is not the problem as I have removed them.
 
There is also a brass nut at the bottom of the stator tube with an olive to seal the steering box and to hold the trafficker in place.

The grub screws are a common thread I think #10-32. What I have done is put some flat bottomed screws in the trafficker, again I think 10-32. The screws are ugly but will help you see your problem better. I take out them out and put the grub screws in later.

At the corner hardware store you can buy the replacement screws as an allen head screw.
These are much easier to tighten up. A bit of lube and they can be serviced at a later date too.

I believe you are correct. I just pulled it apart AGAIN. The grub screws are hitting the plate, but I can't figure out why the plate is not seating as it should. Hitting the grub screws is not the problem as I have removed them.
The plate is not seating deep enough it seems. there is about a 1/8" gap between the head and the steering wheel.

Is the plate possibly hitting the top of one of the three posts that the grub screws come out of? I previously mentioned that some new control heads have plates that are to big. If this is the case you may need to file down the plate a small amount.

I did have the exact same problem with a trafficator I bought about 7 years ago. The disc was manufactured too large to fit. I had to grind some of the edge off around the disc until it slid into the hub. New parts are not what new parts once were!

Steve above says it is 10-32. They are odd in that they have a slot driver head and a point at the threaded end.
I can confirm that they are 10/32 and the ones that I made are 1/2" in total length.
I made these by using a 10/32 bolt longer than 1/2". I first sharpened the end, then measured to get 1/2" and cut the head off. Then using a dremel type tool I cut the screwdriver slot. Done!
