Steering Column Alighnment Nightmare

Hi All,
So I thought this was going to be so easy. Just loosely attach the rack, with the spacer on the PASSENGER SIDE, and the column was dead on right to left on the horn ring. But it was too high. So I added spacers under the bracket above the driver's feet. Now it it needs a little more, so the horn contact is centered, the outside of the steering column hits the bottom of the firewall hole. How would I ever get the gasket in place? All I can think of now is to slot the holes in the dashboard so the horn ring is higher. The steering column adaptor is from Moss for the upgraded wheel. No problems with that, I think.
Anyone have any ideas?

Might the bezel on the dash behind the steering wheel hub be upside down? If it can be flipped this will raise the steering column and help to center the column in the fire wall hole. Should also help with the horn ring angle.
 
I'm wondering if your lower dash brackets are too short.
 
I have looked again at the issue. The dashboard is tight up against the cowl and can't move upward. The horn assembly has three holes, and it seems to go on only one way. I have shimmed the dash brackets to lower the column and get the horn assembly to line up, but there is the rub. I have shimmed it too far, and the steering column runs out of room at the firewall hole.
 
remove from of the shims to angle the column back up. then take loose the brackets that tie the lower portion of the dash to the firewall. Then angle the dash out at the bottom and see how far out you have to pull it to get the horn ring to line up.

Trevor was right, thank you.
I needed to be more careful to have the bottom of the dash pulled out in order to line up correctly with the steering column and wheel. I ended up with about .12" of spacer, or two 1/4" washers under the cowl bracket. On to the next challenge.
