TR6 Steering boot clamp wire - why?

I'm getting ready to replace the steering boots and am curious why the driver's side inboard uses wire instead of a clamp. Seems kind of half-a**ed.

Assuming the clamping area is too narrow for a screw clamp. Can one use a zip-tie instead?
 
If you can get it tight - why not? It won't rust, but it would have to be cut off with a hacksaw blade to change out boot.
 
MONEY would be first guess twist on twist off. Zip tie works well and in 10 years what ever won't rust. black on black never to be touched again. Madflyer
