Okay, I'll play straight man...
Section J, at the first paragraph, after the illustration is a description (page 222) for using an OIL gun to lube the rack. If there is no fitting he will need to remove the two 7/16" headed bolts keeping the cover, shims, spring and tensioner puck in place and pour a couple ounces into the rack.
The REAL issue may be the bushings in the column. One at the lower end can get dry and a bit of oil can make a big difference. Older ones are felt and NEED oil, his (IIRC) may be nylon. Either way, if the lower end of the shaft gets corroded it will stiffen the steering.
