Squeaky question

I think the solution is obivious; don't turn the steering wheel!

Also, I would check to see if the steering wheel hub is rubbing. Is the actuator that you speak of that spring loaded rod that contacts the metal ring at the top of the column? If so, maybe you could put some dielectric grease on it to quiet it down.
 
my rangie does the same thing. tried lube, didn't work. I think that I tightened the nut on the steering wheel too tight when I replaced the steering column. I just turn up the radio and ignore the squeak.
 
Have you had it apart? sometimes the button end wears clean off, and the spring rides agenst the ring making bad squeaky noises. If the button is still there, I bet it has worn flat and has sharp edges. Take a dremel or file and take the edge off the button end so it looks like a worn pencil eraser. You don't have to remove much, just enough to round the edge.
Drum brakes do the same thing. Sanding the sharp edges off the braking surface of the shoes can help eliminate squeals
