Spluttering Midget.

Alright, some further testing.....
The backplate is lined up right, timing has been everywhere from 5*+ to 35*+, vacuum is actually working.
It does run better without the element, so I will throw some stock into that being a potential problem, although it is new and came pre-oiled; it also works better in a 5-20 minute range before it warms up fully, again, suggestive of an air leak, but I can't find that and everything is tightened & torqued.
A simple solution, is for street use, when I'm not pulling 5k, keep the filter on and drive at the standard 12 flats.
For autocross, drive it without the filter when I'm constantly in the 5k-6k range.
That merely skirts an underlying issue as to why it's doing what it's doing.
I'll keep on tinkering, I have a couple of long trips and some track time scheduled so I might break down and take it to a shop.

Actually, that's sorta-kinda indicitive of an over-rich mixture, too.
 
Barry, 12 flats is the baseline starting point. All mine run in the 5~7 flat range, pull to redline and beyond, idle well, and no sputtering.

I've had a few too many to test tonight, but will tomorrow, thanks Jeff, I'll lean her out, see how she runs.
 
Would be best to adjust the carbs using the procedure in one of the manuals.
 
With a bit of patience you can get quite good at doing it by ear and pin lift. But I'm gonna suggest a ColourTune or two for a "no guessin', no messin'" adjustment method. You can dial 'em in in minutes with those on first go.

Knocked the timing down to about 28 at 3k.

Barry, I should have also posted after my "X" # of flats, that those numbers were from a needle profile that suited the engine, not necessarily what was recommended, or "Stock" for the aapplication. Sometimes I just assume too much.

Is it possible that you had the base plate of the filter on upside down? If so it would be blocking the vent holes and causing the problems. There should be 8 holes in the filter base. Four for the attachment screws and 4 for the carb. vents. The volume of the filter canister should not make this much difference. It would be a shame to remove such a nice looking filter.
