The way I heard this story many years ago when this type of ticket was new was like this...
A man received a ticket from an automated traffic camera system. He was angry and refused to pay a ticket from an automatic camera, so he took out his checkbook, wrote a check to the court, snapped a photo of the check and mailed it in. When the check arrived, no one knew what to do so they showed it to the judge.
The judge asked for the balif's hand cuffs and a camera. He took a photo of the cuffs and ordered it mailed to the man. A week later the real check arrived at the courthouse. He was lucky the judge had a sense of humor!
