Probably also related to general climate in those areas. In Lima, it's a bit like San Francisco with fog... similar for hilly, and high altitude, Quito. It can be cool and very moderate in those locations. It hardly ever rains in Lima and the high, year 'round, is between 65 and 75F (though it's a bit south of the Equator).
