Source for distributor drive peg? Mystery Part?

Question #1: While trying to set up my distributor for the first time I finally realized that the drive shaft pin had sheared. Neither Moss nor AH-Spares offers it. Can I use a simple roll pin from the hardware store?

Question #2: what is this part? I’m at the end of my basket case engine rebuild and I have no idea but it seems like it could be important.

It’s steel so I don’t think that’s it unless the rubber rotted away which is theoretically possible.
 
On other BMC cars I have seen "cups" like that used to retain felt seals.

Oh my gosh that's it!!!!! I'd have never looked in the steering section of the manual. It was just tossed into the mouse-eaten cardboard box with all of the other miscellaneous parts. I've long assumed it was an engine part. The best part is that I haven't forgotten a part in my engine build!!!! Thank you so much!!!!!
