Yea. You can't ban gambling, I think that wouldn't any better than prohibition back in the 1920s. But I would ban the phone apps, you should have to do more that grab the phone, scroll and hit enter to lose your money while sitting in your easy chair or bed. Go to an actual casino or racetrack. If you had to put effort into it maybe many of those responding to "isn't it great" ads on tv wouldn't since it would require effort.
