...in the box of parts that came with the bugeye. I think it's a feeler gauge. It has a thin strip of feeler gauge like steel that is riveted to the key shaped piece and rotates in and out. On either side of the broad/head part of the key shaped piece is stamped .014 and .016. Lucas is stamped into it. On the narrow end of the 'key' it looks like a blunt screwdriver head.

What do I use this thing for? Gapping the points?

Points and/or tappets I would say. Both are gapped in that range.
 
I'd go with points as well. It may also be the tool for setting the breaker point gaps in the voltage regulator. Can't recall what those should be, tho. Can ya post a pic?
 
I know there used to be a starter key that was in the glove box of some austins. It was to spin the starter just a touch if the bendix jammed in the flywheel somehow. I never seen it happen but I guess it did on some. I had it happen on my Ford ranger pickup one time. had to put in gear and roll it to free the starter up and it never has happened again.
 
That is the ignition points feeler gauge.
And you also need the 5/8" SU wrench that goes on your key chain too.
Yup, both are on my key chain.
So now I can adjust the points and the carbs anywhere, anytime.
Or should I say Everywhere, all the time. :wink:
 
Aha! The distributor tool! Yup, that's it! Here's a picture of one from the ebay link that Marv provided:
